Toms Siliņš Elected to the Supervisory Board of Rīgas satiksme

At the shareholders’ meeting of Rīgas satiksme held on 29 May, a decision was made to appoint Toms Siliņš as a member of the company’s Supervisory Board. His areas of responsibility will include financial management, auditing, risk management, digitalisation, and innovation.

Toms Siliņš will join the existing Supervisory Board of Rīgas satiksme, which currently consists of Ainārs Ozols and Normunds Narvaišs.

The new board member was selected through a public recruitment process. A total of 18 applications were received, and the nomination committee evaluated candidates in three rounds, with the support of an executive recruitment consultant.

Currently, Toms Siliņš also serves as a member of the Supervisory Board and Audit Committee of Latvenergo AS.

Mr Siliņš holds a Master’s degree in Management Sciences from the University of Latvia, as well as a Master of Business Administration (MBA) degree from the Leonard N. Stern School of Business at New York University (USA), specialising in corporate finance, financial markets and instruments, accounting, and business law.

In his application for the nomination process for the position of Supervisory Board Member of Rīgas satiksme, Mr Siliņš stated:

"Over the past 20 years, I have participated in the development and implementation of strategies and business models in capital-intensive companies in Latvia and abroad, focusing on clear objectives, priorities, and long-term sustainability. I have worked in change management teams under both growth and crisis conditions. I have gained extensive experience in cooperation with shareholders, state and municipal institutions, regulators, auditors, investors, and industry associations, promoting transparent and constructive dialogue."

Over the past decade, Mr Siliņš has been involved in the implementation of IT infrastructure, digitalisation, and innovation projects, as well as in the management and supervision of large-scale investment and transformation programmes. He has worked in the financial sector since 1993 and, since 2005, has held Chief Financial Officer (CFO) positions and participated in the work of supervisory boards and audit committees, overseeing risk management and internal control systems.

This experience will enable him to contribute to the work of the Supervisory Board of Rīgas satiksme by providing strategic insight, strengthening the focus on achieving results, and promoting high standards of governance in the public interest.

Rīgas satiksme is responsible for managing Riga’s integrated public transport network, providing passenger transport services, and operating vehicle and paid parking services. In 2025, the company operated 7 tram routes, 22 trolleybus routes, and 50 bus routes. During the year, public transport services were used by 118.5 million passengers, representing a 2.2% increase compared to 2024 and confirming the stabilisation of passenger numbers. At the end of 2025, the company also managed 6,849 municipal paid parking spaces.
